The Vietnam Digital Technology Map is built on two axes—Vision and Execution—helping enterprises position themselves, while enabling customers and investors to look up and compare information.
At the Top 10 Recognition Ceremony and the announcement of the Vietnam Digital Technology Enterprise Map 2025 on the evening of October 9, Mr. Nguyen Van Khoa, Chairman of the Vietnam Software and IT Services Association (Vinasa), said the launch of the map is expected to become a strategic assessment and analysis tool for digital technology enterprises in Vietnam.
According to him, the map has been refined to suit Vietnam’s practical conditions and development orientation. “The evaluation system focuses on 10 criteria divided into two axes: Vision and Execution Capability, which are fundamental for all enterprises,” Mr. Khoa said.

Specifically, the map applies the Vinasa Techmap evaluation methodology, developed based on Gartner’s Magic Quadrant approach. The Vision axis includes five criteria: innovation, market strategy, ecosystem, sustainability, and compatibility. The Execution axis covers product quality, customer service, development strategy, market share, and financial strength.
Scoring is conducted by experts and then standardized according to a reference framework, determining weightings and positioning enterprises on the map based on their correlation with the optimal positive and negative points of each evaluation axis.
When displayed on individual maps, enterprises are grouped into specific clusters, such as the Leaders group, consisting of market-leading companies with both strong vision and execution capability; the Performers group, comprising enterprises with strong implementation capacity and a focus on practical effectiveness; and the Explorers group, which includes innovative companies focusing on new technologies but whose execution capabilities are still developing.
In the first year of developing and publishing the Vietnam Digital Technology Enterprise Map, Vinasa said 257 enterprises were arranged into 389 positions across 23 maps in different fields.

According to Mr. Nguyen Van Khoa, this evaluation and publication help enterprises accurately position themselves, thereby identifying technology and market priorities. The project also supports customers and investors in searching, benchmarking, and selecting technology partners accurately, reducing risks; and helps state management agencies obtain a clear supply–demand picture as a basis for effective policy planning.
At the event, Deputy Minister of Science and Technology Bui Hoang Phuong assessed Vinasa’s publication of the map as a meaningful activity. “This helps Vietnam’s digital technology enterprises clearly identify their position on the national map, providing an overall picture of the capacity of the domestic digital technology industry,” he said.

According to Deputy Minister Phuong, Vietnam has identified science, technology, innovation, and digital transformation as the foundation for national development. At the same time, the private economy and private enterprises are also recognized as playing an essential role.
“These two factors are converging here. Digital technology enterprises are becoming the focal point and receiving significant attention,” the Deputy Minister said to nearly 100 digital technology enterprises attending the event.
Referring to the Ministry of Science and Technology’s role in advising on and submitting more than 10 laws for promulgation in less than a year—all aimed at removing difficulties, resolving bottlenecks, and promoting and supporting enterprises—he urged businesses to take time to study and contribute feedback to help further refine the laws. The Deputy Minister also called on Vinasa to continue promoting its role as a central connector within Vietnam’s digital technology ecosystem, becoming an important bridge between digital technology enterprises and state agencies.
